Francisco A. Parés Olguín is a transportation and energy systems expert specializing in global trade of new and used vehicles, electric vehicle industrial policy, and critical minerals strategy.

 He serves as the Deputy Director of the Global South Clean Transportation Centre at UC Davis, where he leads applied research and international partnerships to advance zero-emission mobility and sustainable mineral development in emerging economies. He holds a PhD in Energy Systems from the University of California, Davis, where his work focused on international EV supply chains, cross-border battery circularity, and trade policy

Francisco brings a wealth of cross-sector experience spanning government, civil society, and academia. In Mexico, he founded and led a nonprofit focused on building cross-sector partnerships for climate and social impact, including collaborations with local universities and community-based organizations. In California, he coordinated capacity-building programs at the Local Government Commission, where he supported public agencies in designing and implementing climate initiatives, addressing local priorities and community needs..
